Torbay’s Paignton and Preston Promenade coastal flood protection scheme is designed to safeguard more than 350 properties from long-term coastal flooding risks.
Works in Paignton will be delivered in three phases (to minimise disruption to tourism and local businesses), concluding by summer 2027 while Preston will be completed in a single phase by late spring 2027.
The works at Paignton include a new primary flood defence wall using a natural stone cladding. The realigned promenade will feature accessible slopes to the beach and new seating and planting areas. The scheme also introduces upgraded cycleways, pedestrian paths and lighting, which will accompany relocated shelters and kiosks to ensure year-round usability. The Geoplay Park will be expanded to incorporate the landward side of the defences, creating more space for children to play.

Preston’s flood defence wall will be complemented by a redesigned promenade that improves access to beach huts and amenities, alongside new showers and lockers. The project retains all the existing beach and also includes additional space for new beach huts. Accessibility is prioritised through re-profiled slopes and cycleway links. Across both sites, the integration of lighting, CCTV, cycle parking and beachside facilities is designed to create a “resilient, inclusive and attractive waterfronts for both the community and visitors”.
