Transport for Greater Manchester (TfGM) is preparing documents to select a contractor to look after its Metrolink network.

The current operations and maintenance contract, with KeolisAmey, expires in July 2027.

A contract worth up to £1.6bn will cover Manchester Metrolink’s asset renewals programme, which includes replacing key infrastructure – including track, overhead lines and power distribution.

And the new arrangement, spanning up to 12 years, could also cover additional works, including new and improved Metrolink stops, line extensions and next-generation vehicle infrastructure.

The initial market engagement phase will allow interested suppliers to provide feedback on the proposed approach to delivery, taking into account its potential scale, variety and complexity.

TfGM chief network officer Danny Vaughan said: “This is a significant opportunity for suppliers to help shape how we deliver the next generation of Metrolink and rail accessibility infrastructure across Greater Manchester. We’re looking for innovative, efficient and collaborative approaches that will support our ambitions for a world-class, integrated Bee Network. We encourage all interested parties to engage with us through this process.”

TfGM said that it was particularly keen to understand suppliers’ views on different delivery models, including delivery partner arrangements and the feasibility of bundling multiple workstreams under a single contract to drive efficiency and reduce disruption – as well as on how best to tackle what is likely to be a large amount of activity for Metrolink and potentially other programmes.

The Preliminary Market Engagement (PME) and Planned Procurement Notice (PPN) were published on 28^th July 2025 via the Central Digital Platform.

Up to 10 suppliers will be selected for one-to-one workshops following initial questionnaire responses to explore feedback in more detail.
